The Picton Water Treatment Plant (WTP) Upgrade project involved the replacement of existing infrastructure and installation of new infrastructure.
Sydney Water provides wastewater services to Picton, Tahmoor, Thirlmere, Bargo and Buxton as part of the Picton Wastewater Scheme. Wastewater from homes and businesses is treated at the Picton Water Resource Recovery Facility to produce recycled water, which is used to irrigate crops across Picton Farms.
The project was split into three stages to allow for the plant to remain operational during construction and commissioning processes.
Stage One involved the installation of a new pipe network from the storage basins to the UV treatment area. The pipe replacement also encompassed the installation of a valve slab providing plant operators with more flexibility on water diversion during peak periods.
Stage Two involved the installation of 2 x UV reactors to replace the existing single setup. The installation of higher efficiency UV reactors ensures the macrobacteria in the wastewater is treated as it flows through this process in the plant network down into the storage dams. The UV reactors have an increased flow limit allowing for the expansion to the Picton growth area.
Stage Three involved the installation of 3 x additional pontoon pumps at the eastern storage dam. This provision allows for an increase in flow rate and overall upgrade of the pumping system which is responsible for crop and farm watering in the nearby farmlands.

Stowe Australia provided in-house engineering and cutover methodology solutions to WRDT and Sydney Water to ensure the plant would remain unaffected by the works being completed. The approved methodology enabled the installation and commissioning of the new system in parallel with the existing system remaining operational.
The project was facing severe delays due to client procurement lead time issues. The project team were able to increase the labour resourcing on site in a short time frame to ensure the client’s overall construction program remained on track, hitting key milestone dates.
