Richmond RAAF Infrastructure Upgrade



Richmond RAAF (Royal Australian Air Force) base located in Richmond NSW is one of the oldest most significant military airfields in Australia. The RAAF base plays a critical role in supporting Australian Defence Force operations, particularly through its air transport and logistics functions.

The purpose of the Richmond RAAF 11kV upgrade project was to complete an upgrade on the End of Life (EOL) Electrical Infrastructure on the base.
The upgrade included the replacement of Electrical Substations, HV Ring Main Cabling and the replacement of the Central Emergency Power Station (CEPS) generators.
The generator control system was upgraded along with the installation of a new Power Control Monitoring System (PCMS).
The PCMS system is used for shedding the load on the base as required while the CEPS is in use; this is carried out based on a priority system of critical loads. Multiple substations and LV switchboards were replaced to allow the operation of the load shedding system.

As RAAF Richmond is an operational Defence Establishment, Stowe had to ensure that there would be minimal interruptions to day-to-day operations.
A detailed methodology for the installation of the new infrastructure while keeping the existing infrastructure in service allowed for minimal interruptions to Defence, as the cutover of the old to new infrastructure was carried out over a weekend while the base had a reduced number of members onsite.
Soil sampling revealed that excess soil stockpiling had to be managed under controlled conditions due to the presence of contaminants within the soil samples. The project environmental management plan and risk assessments were revised based on the results of the soil sampling.
